The brutal execution for various crimes of any person by the constituted judicial organs of any nation must cease.
Whilst sexual errants may be mentally reprogramed, other criminals can be incarcerated.
Murder may remain punishable by death.

However, It should apply to a second murder. One murder could have been a mistake, an accident or an error of the investigating or judiciaries dealing with the murder.
Two murders by the same person prove intent, premeditation or an incurabele malaise. The death penalty in a second murder by the same person is both preventive and a punishemnt.
Mass muder is definitely to be punished by execution of those proven as murderers.
Nothing else is to be penalised with the ultimate sentence.

Excecutions must be performed painlessly and humanely. The punishment may not emulate the crime.
